What is the Workboat Code Edition 3?
Workboat Code Edition 3 is the official safety framework published by the Maritime and Coastguard Agency (MCA) in January 2025. It replaces Edition 2 from December 2018 and applies to commercial vessels under 24 metres with a keel laid from 13 December 2023. It builds on the Merchant Shipping (Small Workboats and Pilot Boats) Regulations and MCA guidelines. This code covers construction requirements, safety equipment, navigation, and crew certification.
The 4 Key Changes in Edition 3
Edition 3 introduces four major changes. Annex 1 covers alternative propulsion systems (LNG, hydrogen, batteries) for decarbonisation. Annex 2 creates a framework for RCUVs (remotely controlled unmanned vessels). Annex 3 integrates police boats. Finally, the code is built on the Merchant Shipping Regulations 2023, which replace those from 2001 and modernise the legal framework for commercial vessels under 24 metres.

Who is Affected and What are the Deadlines?
Workboat Code Edition 3 applies to all commercial vessels under 24 metres with a keel laid from 13 December 2023. These vessels must comply from the moment they enter service. For existing vessels commissioned before that date, compliance is required at the next certificate renewal survey, and no later than 13 December 2026.
